Keynote Address: Manufacturing's Key Role in America's Future
American manufacturers have been a relative bright spot in an otherwise challenging economy.  Competitive advantage brought about by investment in advanced and efficient manufacturing is key to growing and retaining America's role as the leading economy and opening new opportunities.  Developing the right advanced manufacturing policies at the state and federal levels, promoting public-private partnerships, and working together to make the necessary investments in infrastructure and research are essential. In this session, Ro Khanna, author of "Entrepreneurial Nation: Why Manufacturing is Still Key to America's Future," will discuss the policies he believes are needed to address manufacturing research and deployment gaps, as well as the private sector innovation in manufacturing needed to ensure U.S. global competitiveness.

Signs of growth in U.S. manufacturing jobs signal a resurging American manufacturing sector.  Increasingly, advanced manufacturing technologies and platforms -- often used in the auto industry, tech sector, and aerospace -- are offering a new competitive advantage to American firms.  Leveraging these advanced manufacturing technologies across nearly every industry sector, including clean energy, is an important means for the nation’s private sector to retain and grow global competitive advantage.  This session will examine the new technologies, opportunities, and impacts of advanced manufacturing, as well as research and deployment gaps that states and their industry partners can address.

Public-Private Partnerships for Financing Energy Efficiency, Renewable Energy, and Innovation
As states look for creative strategies for funding energy efficiency, renewable energy, and advancing energy innovation, several public-private financing models offer solutions for adaptation and expansion.  Both states and energy-focused companies are turning to ultra-low cost financing from sources such as QECBs and revenue bonds with repayment supported by the stream of energy efficiency savings.  States and private companies are also partnering to support residential, commercial, and industrial energy efficiency retrofits through mechanisms such as the Warehouse for Energy Efficiency Loans (WHEEL) and Property-Assessed Clean Energy (PACE) programs.  This Q&A-oriented session will examine these financing models.

States invest billions of dollars each year in energy efficiency implementation and energy related economic development.  These funds come from a wide range of sources and programs, including utility system benefit charges, economic development funds, tax incentives, and other resources.  This keynote address from well-known energy expert Dan Reicher explores the potential to further leverage these resources by bringing together clean energy technology, policy, and finance in ways that expand conventional project finance approaches to a wider range of technology commercialization models.

State Leadership in Zero Net Energy and High Performance Commercial Buildings
Buildings consume 40% of the primary energy and 72% of the electricity in the United States, while accounting for 40% of the CO2 emissions.  Such energy consumption and emissions from the building sector pose a national challenge.  This session will provide an overview of a joint project between NASEO and the New Buildings Institute to create a National Zero Net Energy Action Plan to assist state and local communities in developing zero net energy policies and initiatives.  The goal of the project is to build upon existing state and local efforts to move toward super-efficiency and zero net energy renovation and construction and create a national plan for catalyzing these efforts in an increasing number of cities and states.

Farming and Energy: Sustainability in America
According to the U.S. Department of Agriculture, 15% of agricultural production costs are energy-related.  As energy prices rise, these costs continue to claim larger portions of farm budgets.  Recent interest in alternative energy and energy conservation has skyrocketed due to unstable fuel prices and the desire to move toward renewable and sustainable energy sources. At the same time, technologies to conserve energy as well as convert feedstocks to biodiesel and ethanol have improved significantly. This session will evaluate the growing trend of farms generating their own energy and selling the excess electricity back to the grid; producers experimenting with on-farm biofuels production; and the research behind new energy-related crops and business opportunities in anticipation of developing cellulosic biofuel technology and markets.

The Defense Department's New Energy Initiative
Recently, the U.S. Department of Defense (DoD) announced an energy strategy to deal with increasing energy use and reliance on foreign energy sources.  For a number of years, DoD has been leading the way on sustainability actions that are increasing military base energy efficiency and advancing energy technologies at agencies such as DARPA.  DoD’s efforts in this area continue to increase, and the shift away from imported fossil fuels and toward economic efficiency through energy efficiency is underway. This session addresses the potential linkages between the State Energy Offices and the DoD on clean energy projects, net zero energy military bases, and advancing technology innovation.

Knox Hills: World's Largest LED Residential Retrofit Project
Following up on the DoD’s energy strategy, this session will highlight a major residential LED retrofit initiative at Fort Knox Army installation in Kentucky.  Polybrite, International, an LED lighting technologies company based in Chicago, was on the dedicated team that changed the light bulbs in 164 homes to LEDs, which will save more than $34,000 annual for Knox Hills. Learn more about this exciting effort and hot it might be replicated in other states.

State Energy Office - Utility Partnerships on Building Energy Codes Programs
State Energy Offices are increasingly looking to develop partnerships with utilities to support building energy code adoption and compliance. At the same time, utilities across the country are interested in capturing savings from building energy codes programs in order help meet their energy efficiency targets. However, one barrier to utility engagement in these programs is the challenge of measuring and attributing energy savings. In this session, states will describe the strategies they have used to engage utilities in advancing energy code adoption and compliance. This panel will also provide an overview of state and national initiatives to establish energy savings measurement and allocation protocols for utility building energy code programs.

Resource and Transmission Planning for a Reliable and Efficient Grid
The nation’s economy depends on the operation of an efficient and reliable electric grid.  However, state and federal policymakers and regulators are facing grid congestion, the need to accommodate new generation resources to meet state environmental and economic objectives, and a suite of new federal clean air, transmission planning, and regional energy market regulations.  The overall goal of achieving greater grid reliability is increasing in complexity.  Solving these challenges will require state energy officials, public utility commissioners, and federal energy regulators to work together to coordinate state, regional, and federal policies and regulations.  This panel will explore the regulations affecting state and regional transmission and resource planning and the roles of the various agencies in ensuring a reliable and efficient electricity delivery system.

Preliminary results of the most comprehensive survey of the 56 State and Territory Energy Offices will be provided during this insightful session. The survey includes data on allocation of State Energy Office resources, projected budgets, priority work areas, staff size, program offerings and more.  The initial results will be presented in national and regional aggregate form and a full report of the aggregated results will be made available to all NASEO members in a report set to be released later this year.
